The Dutch gambling authority, Kansspelautoriteit, has imposed a penalty payment order of €450,000 against Kindred’s local subsidiary, Optdeck, for offering prohibited sports bets through its Unibet brand.
According to the regulator, Unibet repeatedly offered unauthorised betting markets between October 2022 and May 2025. A fine of €75,000 was applied for each week of violations, capped at €450,000.
The breaches involved bets on corner kicks, yellow cards, and matches featuring players under the age of 21—markets explicitly banned in the Netherlands. The KSA said it had previously warned Unibet about these options but saw insufficient corrective action, creating a risk of repeat offences.
The regulator mentioned:
Under Dutch gambling law, betting on certain matches and event components is prohibited. This is to protect the integrity of the sport and these bets, and to prevent manipulation of these sports bets.
At the same time, the KSA announced upcoming changes to its Remote Gambling Licensing Policy as it prepares for licence renewals. The current five-year licences, granted in September 2021, will expire on October 1, 2026. Renewal criteria include stricter documentation requirements, such as plans for notifying the regulator about significant operational or policy changes.
For operators already active in the market, a separate renewal process will reassess areas like addiction prevention and advertising policies, and a new integration test will be required for the control database (CDB).
