A new report from Reuters claims that approximately 10% of Meta’s annual revenue, which would equal around $16bn, comes from illegal ads. The media outlet reviewed internal company materials to calculate the level of income from banned or high-risk products, such as illegal online gambling sites and scams.

Some leaked slides suggest that a reduction in scam content would result in short-term decreases in ad sales, although they would have to weigh the possibility of regulatory fines if they continued to show the ads. The suggestion was that the $1bn in expected penalties would be a “manageable” cost.
Meta disagrees with Reuters’ assessment, stating that the internal documents were exploratory and aimed to enhance safety protections.
Meta also said it doesn’t want any form of scam content on its platform and that it now has stronger reinforcement tools in place. It dismissed the idea that 10% of annual revenue comes from these types of advertisers.
